This museum operates in what used to be the home of Joaquín V. González which was built in 1888. It is a combination of Gothic, neo-Renaissance and Spanish colonial styles. The Historical Archives was established in 1964 and has been carrying out its activities in this building since its creation. It is equipped with an area dedicated to documentation, research, a newspaper library, bookbinding and a library. The newspaper library carries out its activities in the Ángel María Vargas hall and harbors a collection of local and foreign newspapers and magazines starting off in 1809 and extending up to the present. There are noteworthy copies of the following dailies: La Crónica, La Noticia, El Zonda, Rioja Libre and El Independiente.
